Port of Everett Awards $2.6 Million On-call Engineering Services Contract to Support Maritime Industrial Expansion at Former Mill Site

Everett, Wash. – On February 11, 2020, the Port of Everett Commission authorized CEO Lisa Lefeber to enter into a $2.6 million on-call engineering services contract with Seattle-based KPFF Engineers to support the Port’s priority Maritime Industrial Expansion at the former Kimberly-Clark (K-C) mill site.

The on-call, task order-based contract is now fully executed, providing the Port ready-access to a suite of professional consulting and engineering services necessary to efficiently move the project into construction phase and get the property back into job producing maritime use in short order.

“Restoration of this urban deep-water asset is mission critical to the economic stability of our region,” Port CEO Lisa Lefeber said. “Everett’s working waterfront is under significant growth pressure, and it is the Port’s statutory responsibility to protect and develop critical maritime assets like these to continue supporting today’s national and international commerce, while facilitating the return of family-wage jobs to this vacant site.”

The Port’s aggressive schedule for near-term site development targets the site being under construction, including the construction of a new cargo terminal, as soon as K-C completes its upland cleanup and crushed material removal at the site by December 31, 2020.   • land surveying
  • geotechnical investigations
  • site grading
  • drainage and paving
  • signage and striping
  • site security
  • stormwater collection/treatment
  • water distribution/fire protection
  • lighting and electrical distribution
  • sanitary sewer collection/conveyance
  • railroad track design
  • coordination with utility purveyors
  • design of entry/exit gates
  • irrigation and landscape architecture
  • architectural design of operations support structures, and
  • other elements as needed.

In addition, KPFF will provide project management, cost estimating, environmental support services for any required permitting, as well as bid and construction phase services.
